Il s\u2019agissait du premier \u00e9v\u00e9nement d\u2019une s\u00e9rie sur la justice climatique que nous souhaitons organiser cette ann\u00e9e, afin d\u2019analyser comment le changement climatique affecte les droits humains en Europe, en pr\u00e9sentant les enjeux environnementaux comme un d\u00e9fi partag\u00e9.<\/p>\n\n\n\n<p>Notre table ronde, co-organis\u00e9e avec l\u2019eurod\u00e9put\u00e9 Kai Tegethoff, repr\u00e9sentant de Volt Europe au sein du groupe des Verts\/Alliance libre europ\u00e9enne, a non seulement mis en lumi\u00e8re les d\u00e9fis majeurs li\u00e9s \u00e0 ce sujet, mais a aussi explor\u00e9 des actions concr\u00e8tes et des solutions possibles pour y faire face, tout en impliquant la soci\u00e9t\u00e9 civile et en renfor\u00e7ant la sensibilisation du public.\u00a0<\/p>\n\n\n\n<p>Nous avons eu l\u2019honneur de r\u00e9unir des personnalit\u00e9s de premier plan dans ce domaine:<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.linkedin.com\/in\/kaitegethoff\/\" data-type=\"link\" data-id=\"https:\/\/www.linkedin.com\/in\/kaitegethoff\/\">Kai Tegethoff<\/a> <\/strong>est un d\u00e9put\u00e9 europ\u00e9en allemand, repr\u00e9sentant de Volt Europe au sein du groupe des Verts\/ALE. Ing\u00e9nieur civil de formation, il a \u00e9t\u00e9 ma\u00eetre de conf\u00e9rences et chercheur dans le domaine de l\u2019ing\u00e9nierie hydraulique et de la gestion de l\u2019eau. Il a apport\u00e9 \u00e0 la discussion une perspective \u00e0 la fois technique et politique pr\u00e9cieuse. Lors de son intervention, il a soulign\u00e9 la n\u00e9cessit\u00e9 d\u2019une approche plus durable et fond\u00e9e sur la nature pour la gestion de l\u2019eau dans l\u2019UE, en insistant sur l\u2019importance d\u2019investir dans des infrastructures r\u00e9silientes et de sensibiliser le public. Le changement climatique entra\u00eene une augmentation des ph\u00e9nom\u00e8nes m\u00e9t\u00e9orologiques extr\u00eames \u2014 s\u00e9cheresses dans certaines zones, inondations dans d\u2019autres \u2014, frappant particuli\u00e8rement les communaut\u00e9s vuln\u00e9rables qui manquent souvent de ressources et d\u2019assurances pour faire face aux dommages croissants. L\u2019eurod\u00e9put\u00e9 Tegethoff a rappel\u00e9 que l\u2019ins\u00e9curit\u00e9 hydrique n\u2019est pas seulement une question environnementale, mais aussi sociale et politique, susceptible d\u2019alimenter l\u2019instabilit\u00e9. Il a plaid\u00e9 pour un recentrage sur la restauration des \u00e9cosyst\u00e8mes naturels et une nouvelle gestion des flux d\u2019eau, consid\u00e9rant la nature comme un alli\u00e9 et non un obstacle. Enfin, il a soulign\u00e9 l\u2019urgence pour le Parlement europ\u00e9en de renforcer l\u2019implication des citoyens et de la soci\u00e9t\u00e9 civile dans l\u2019\u00e9laboration des futures politiques de l\u2019eau, en s\u2019appuyant sur les principes de solidarit\u00e9 et de responsabilit\u00e9 partag\u00e9e.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.linkedin.com\/in\/margarita-churaeva\/\">Margarita Churaeva<\/a> <\/strong>is an environmental activist and a former member of the Youth Advisory Board of FLOW (Future Lives with Oceans and Waters). Throughout her contribution, the speaker presented the two-year project, funded by the European Union under the Horizon Europe Research and Innovation Programme and coordinated by Radboud University, in partnership with UiT The Arctic University of Norway, Fraunhofer Institute for Systems and Innovation Research ISI from Germany, and\u00a0 Volonteurope network. FLOW was designed to enhance the understanding of the connection that young people have with water and to explore actionable plans to guide policymakers and solutions that would involve the visions of youths. Finally, Ms Churaeva focused on the role of civil society in defending water security rights, highlighting the impact that successful projects like <a href=\"https:\/\/www.flowhorizon.eu\/flow\/\" data-type=\"link\" data-id=\"https:\/\/www.flowhorizon.eu\/flow\/\">FLOW<\/a> FLOW peuvent avoir sur les participant\u00b7es en renfor\u00e7ant la prise de conscience des d\u00e9fis communs.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.linkedin.com\/in\/veronica-manfredi-17030125\/\" data-type=\"link\" data-id=\"https:\/\/www.linkedin.com\/in\/veronica-manfredi-17030125\/\"><strong>Veronica Manfredi<\/strong>,<\/a> directrice de la transition verte urbaine, de la r\u00e9silience de l\u2019eau et de la politique z\u00e9ro pollution \u00e0 la Direction g\u00e9n\u00e9rale de l\u2019environnement de la Commission europ\u00e9enne, a apport\u00e9 plus de vingt ans d\u2019exp\u00e9rience en droit et politiques environnementales de l\u2019UE. Elle a soulign\u00e9 que des pratiques de gestion de l\u2019eau non durables, aggrav\u00e9es par le changement climatique, contribuent \u00e0 l\u2019ins\u00e9curit\u00e9 hydrique croissante en Europe. Plut\u00f4t que de se limiter \u00e0 restaurer la disponibilit\u00e9 de l\u2019eau, elle a plaid\u00e9 pour une r\u00e9forme globale du cycle de l\u2019eau, s\u2019appuyant sur des cadres juridiques solides tels que la directive sur l\u2019eau potable et la directive sur le traitement des eaux urbaines r\u00e9siduaires \u2014 toutes deux influenc\u00e9es par des initiatives citoyennes. Mme Manfredi a rappel\u00e9 que le droit \u00e0 l\u2019eau est \u00e9troitement li\u00e9 au socle europ\u00e9en des droits sociaux, et que les \u00c9tats membres ont l\u2019obligation juridique d\u2019assurer des progr\u00e8s, notamment en identifiant et en soutenant les groupes les plus vuln\u00e9rables. Elle a \u00e9galement appel\u00e9 \u00e0 une utilisation plus efficace des ressources hydriques, en \u00e9voquant les pertes consid\u00e9rables dues aux fuites dans les syst\u00e8mes, et a plaid\u00e9 pour une approche combinant restauration des \u00e9cosyst\u00e8mes, innovation technologique et financement renforc\u00e9 de l\u2019acc\u00e8s local \u00e0 l\u2019eau. Enfin, elle a insist\u00e9 sur l\u2019urgence de r\u00e9duire la pollution et a propos\u00e9 la cr\u00e9ation d\u2019un Pacte pour les oc\u00e9ans, plus global et int\u00e9gr\u00e9, en compl\u00e9ment des strat\u00e9gies actuelles de r\u00e9silience de l\u2019eau.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.linkedin.com\/in\/jerryvandenberge\/\" data-type=\"link\" data-id=\"https:\/\/www.linkedin.com\/in\/jerryvandenberge\/\">Jerry van den Berge<\/a><\/strong> est chercheur au sein du groupe de gestion des ressources en eau de l\u2019Universit\u00e9 de Wageningen, sp\u00e9cialis\u00e9 dans la gouvernance de l\u2019eau et la justice sociale. Il a pr\u00e9sent\u00e9 le mouvement Right2Water, premi\u00e8re initiative citoyenne europ\u00e9enne couronn\u00e9e de succ\u00e8s, qu\u2019il a coordonn\u00e9e en 2013 pour \u00ab rapprocher les citoyens de l\u2019UE \u00bb en exigeant la reconnaissance du droit humain \u00e0 l\u2019eau dans la l\u00e9gislation europ\u00e9enne. Selon lui, l\u2019eau doit \u00eatre disponible, accessible, abordable et de qualit\u00e9 suffisante en tout temps. Il a illustr\u00e9 son propos avec des exemples comme celui du Portugal, o\u00f9 la privatisation a d\u00e9plac\u00e9 l\u2019objectif du service public vers le profit, alors que les processus de remunicipalisation ont permis une am\u00e9lioration du service, une baisse des tarifs et une r\u00e9duction de la pollution. Il a conclu en affirmant que la privatisation de l\u2019eau est incompatible avec la mise en \u0153uvre du droit humain \u00e0 l\u2019eau, et que les services d\u2019eau doivent \u00eatre guid\u00e9s par des principes de justice et de solidarit\u00e9, et non par la logique de march\u00e9. The report, written by Grace Livingstone and accompanied by powerful images by photographer Paola de Grenet, documents the harsh reality faced by communities in Catalonia and Valencia. These regions have been severely affected by both drought and flooding, forcing residents to rely on private companies for basic water supplies. The exhibition aimed to visually highlight the human impact of environmental degradation and water privatisation. <\/p>\n\n\n\n<p>Enfin, l\u2019eurod\u00e9put\u00e9 Tegethoff a pr\u00e9sent\u00e9 un QR code renvoyant \u00e0 l\u2019initiative en cours lanc\u00e9e par Volt Europe. Cet outil permet aux citoyens de partager leurs exp\u00e9riences et t\u00e9moignages personnels sur l\u2019impact du changement climatique dans leur vie ou celle de leurs proches, afin de recueillir des donn\u00e9es directes et qualitatives. As environmental challenges grow, the need to address them collectively becomes more urgent. Climate justice is not the sole responsibility of governments or institutions \u2013 it is a shared concern that affects us all. Environmental issues, especially those related to water, transcend borders and require collective awareness, responsibility and action. Access to safe and sufficient water is essential for health, dignity and equality, yet this right is increasingly under threat all over the world and also in Europe. Climate change is exacerbating water-related pressures and existing inequalities, disproportionately affecting the most vulnerable communities.
