Je n'ai pas besoin de d\u00e9crire la gravit\u00e9 des menaces auxquelles nous faisons face.\"<\/em><\/p>\n\n\n\n<p>Le 4<sup>th<\/sup> mars, la pr\u00e9sidente de la Commission europ\u00e9enne, Ursula Von Der Leyen, a utilis\u00e9 ces mots pour ouvrir son discours sur la s\u00e9curit\u00e9 internationale de l'Europe. Elle a ensuite ajout\u00e9: <em>\"La v\u00e9ritable question qui se pose est de savoir si l'Europe est pr\u00eate \u00e0 agir aussi fermement que la situation l'exige. Et si l'Europe est pr\u00eate et capable d'agir avec la rapidit\u00e9 et l'ambition n\u00e9cessaires... Nous sommes dans une \u00e8re de r\u00e9armement. Et l'Europe est pr\u00eate \u00e0 augmenter massivement ses d\u00e9penses de d\u00e9fense.\"<\/em><\/p>\n\n\n\n<p>Ainsi, elle a esquiss\u00e9 la nouvelle priorit\u00e9 internationale de l' <em>Union europ\u00e9enne <\/em>\u00e0 court et \u00e0 long terme. En effet, elle a annonc\u00e9 le <em>ReArm Europe Plan <\/em>qui pourrait mobiliser pr\u00e8s de 800 milliards d'euros pour une Europe plus s\u00fbre et plus r\u00e9siliente.<\/p>\n\n\n\n<p><strong>Objectifs et Contexte G\u00e9opolitique<\/strong><\/p>\n\n\n\n<p>Comme cela a \u00e9t\u00e9 soulign\u00e9 lors de la <em>Munich Security Conference (MSC)<\/em>Europe a manqu\u00e9 plusieurs avertissements au fil des ans, ignorant les plaintes des <em>dirigeants am\u00e9ricains<\/em> concernant la r\u00e9partition injuste du fardeau. L'objectif principal de <em>ReArm Europe<\/em> is to reduce the military dependency on the US in NATO defence spending. Indeed once the Berlin Wall fell in 1989 EU countries have changed progressively their percentage of the GDP used for Defence spending from nearby 3.5% to 1.6%. However in the last decade the trend of the EU has begun to slowly reverse with investment increasing from 150 000\u00a0 to 300 000 billion. Moreover, considering the Military Spending Worldwide 2023, an investment of 800 Billions could potentially narrow the gap between EU and US.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td><strong>Country<\/strong><\/td><td><strong>Military Spending (Billion $)<\/strong><\/td><td><strong>% of GDP<\/strong><\/td><\/tr><tr><td>United States<\/td><td>916.0<\/td><td>3.4%<\/td><\/tr><tr><td>China<\/td><td>296.0<\/td><td>1.7%<\/td><\/tr><tr><td>Russia<\/td><td>109.0<\/td><td>5.9%<\/td><\/tr><tr><td>India<\/td><td>83.6<\/td><td>2.4%<\/td><\/tr><tr><td>Saudi Arabia<\/td><td>75.8<\/td><td>7.1%<\/td><\/tr><tr><td>United Kingdom<\/td><td>74.9<\/td><td>2.3%<\/td><\/tr><tr><td>Germany<\/td><td>66.8<\/td><td>1.5%<\/td><\/tr><tr><td>Ukraine<\/td><td>64.8<\/td><td>37.0%<\/td><\/tr><tr><td>France<\/td><td>61.3<\/td><td>2.1%<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>Source: <a href=\"https:\/\/www.statista.com\/statistics\/262742\/countries-with-the-highest-military-spending\/\">https:\/\/www.statista.com\/statistics\/262742\/countries-with-the-highest-military-spending\/<\/a><\/p>\n\n\n\n<p><strong>D'o\u00f9 viendront les fonds?<\/strong><\/p>\n\n\n\n<p>Les 20<sup>th <\/sup>et 21<sup>th<\/sup> mars, le sommet du <em>Conseil de l'Union europ\u00e9enne (CoE),<\/em>auquel ont particip\u00e9 tous les chefs de gouvernement, a eu lieu afin de discuter de questions telles que : l'Ukraine, le Moyen-Orient, la comp\u00e9titivit\u00e9, la d\u00e9fense europ\u00e9enne, le prochain MFF (budget \u00e0 long terme actuel de l'UE), la migration, les oc\u00e9ans, le multilat\u00e9ralisme et les Balkans occidentaux. La discussion sur la d\u00e9fense a d\u00e9but\u00e9 avec deux nouveaux documents d\u00e9voil\u00e9s par la Commission europ\u00e9enne, qui fournissent plus de d\u00e9tails sur le plan <em>ReArm Europe<\/em> plan.<\/p>\n\n\n\n<p>Le premier document est intitul\u00e9 <em>White paper for European Defence \u2013 Readiness 2030, <\/em>qui doit \u00eatre mis en \u0153uvre d'ici 2030. Le plan repose sur plusieurs sections cl\u00e9s.<\/p>\n\n\n\n<p>La premi\u00e8re partie propose de lib\u00e9rer l'utilisation des fonds publics pour la d\u00e9fense au niveau national. En effet, la Commission activera une clause de<em> Stability and Growth Pact.<\/em> Cela permettra aux \u00c9tats membres d'augmenter consid\u00e9rablement leurs d\u00e9penses de d\u00e9fense sans d\u00e9clencher la proc\u00e9dure pour d\u00e9ficit excessif. Par cons\u00e9quent, les pays disposeront de r\u00e8gles d'endettement diff\u00e9rentes s'ils consacrent des fonds \u00e0 la d\u00e9fense militaire. Si chaque pays augmente son PIB de 1,5 % <em>Commission europ\u00e9enne<\/em> a pr\u00e9voit que 650 milliards d'euros pourraient \u00eatre mobilis\u00e9s pour renforcer le syst\u00e8me de d\u00e9fense europ\u00e9en.<\/p>\n\n\n\n<p>Le deuxi\u00e8me point concerne le niveau international, pr\u00e9sent\u00e9 par le deuxi\u00e8me document d\u00e9voil\u00e9, intitul\u00e9 <em>le programme SAFE.<\/em>. It will provide 150 Billions of loans to Member States for defence investment. However the Commission has clarified 2 conditions to have access to these funds: Firstly, the joint purchases in order to reduce costs, decrease fragmentation, increase interoperability. Secondly, at least 65% of the components of these military products have to be made\u00a0 in an EU country, in Ukraine or in one of the states of the European Economic Area. This condition is aimed to strengthen the European defence industry and increase cooperation between the states of the Union. In fact, today only 22% of EU countries\u2019 military purchases are \u201cmade in Europe\u201d and only 18% come through joint procurement, while the goal set out by the Commission in<em> Pr\u00e9paration2030 <\/em>est d'atteindre 40 % d'ici 2030. De plus, la commissaire a d\u00e9clar\u00e9: <em>\"Avec cet \u00e9quipement, les \u00c9tats membres peuvent renforcer massivement leur soutien \u00e0 l'Ukraine. Ainsi, des \u00e9quipements militaires imm\u00e9diats pour l'Ukraine.\"<\/em><\/p>\n\n\n\n<p>Le troisi\u00e8me point consiste \u00e0 utiliser le pouvoir du budget de l'UE, en effet, la Commission a annonc\u00e9 la possibilit\u00e9 suppl\u00e9mentaire pour les \u00c9tats membres d'utiliser les <em>programmes de politique de coh\u00e9sion<\/em> pour augmenter les d\u00e9penses de d\u00e9fense. Le <em>Les programmes de politique de coh\u00e9sion<\/em>fournissent des outils sp\u00e9ciaux d'investissement pour les territoires afin de r\u00e9soudre des probl\u00e8mes sp\u00e9cifiques tels que : la cr\u00e9ation d'emplois, la comp\u00e9titivit\u00e9 des entreprises, la croissance \u00e9conomique, le d\u00e9veloppement durable et les am\u00e9liorations de la qualit\u00e9 de vie des citoyens.<\/p>\n\n\n\n<p>Les quatri\u00e8me et cinqui\u00e8me sections visent \u00e0 mobiliser des capitaux priv\u00e9s en acc\u00e9l\u00e9rant <em>l'Union de l'\u00e9pargne et des investissements <\/em>et par <em>de la Banque europ\u00e9enne d'investissement.<\/em><\/p>\n\n\n\n<p><strong>Critiques<\/strong><\/p>\n\n\n\n<p>En ce qui concerne la question de la d\u00e9fense et de la s\u00e9curit\u00e9, ASSEDEL souhaite rappeler que l'Union europ\u00e9enne n'a pas de comp\u00e9tence exclusive dans ce domaine. En r\u00e9alit\u00e9, ce sujet rel\u00e8ve principalement des \u00c9tats membres de l'UE. D'autre part, depuis 2016, lorsque le trait\u00e9 de Lisbonne a \u00e9t\u00e9 adopt\u00e9, les pays europ\u00e9ens ont convenu que le fait de disposer d'une politique de s\u00e9curit\u00e9 commune pourrait \u00eatre plus fiable et efficace pour faire face \u00e0 la crise mondiale. Par cons\u00e9quent, la Commission europ\u00e9enne agit actuellement afin de fournir des outils efficaces aux \u00c9tats membres, leur permettant de r\u00e9pondre \u00e0 cette nouvelle urgence g\u00e9opolitique.<\/p>\n\n\n\n<p>ASSEDEL se demande si ces mesures<em> ReArm Europe\/ Readiness 2030<\/em>propos\u00e9es par<em> Commission<\/em> et adopt\u00e9es par le <em>European Parliament EP <\/em>et le <em>European council CoE <\/em>can truly address the EU\u2019s most pressing issue: Fragmentation. Indeed the European Union is composed by 27 countries, each one with its own defence industrial sector that has been severely weakened since the fall of Berlin\u2019s wall. Unfortunately the increase in military budgets that this reform aims to facilitate will still be managed in the majority at the national level because 650 Billion of the 800 Billion will be provided by the escape clause of the Growth and Stability Pact. Therefore each government will be allowed to spend an additional 1.5% of their GDP in defence financing the creation of different types of arms and tanks, leading to a deeper fragmentation.<\/p>\n\n\n\n<p>De plus, ASSEDEL souhaite clarifier les d\u00e9finitions de la d\u00e9fense et de la s\u00e9curit\u00e9. En effet, le <em>White paper for European Defence \u2013 Readiness 2030, <\/em>\u00e9labor\u00e9 par la Commission, semble omettre toute d\u00e9clinaison de la s\u00e9curit\u00e9 int\u00e9rieure. La s\u00e9curit\u00e9 est plus que des d\u00e9penses militaires. La v\u00e9ritable s\u00e9curit\u00e9 n\u00e9cessite une compr\u00e9hension plus large, englobant des bases \u00e9conomiques solides, une infrastructure r\u00e9siliente, des syst\u00e8mes de sant\u00e9 fiables et des services publics efficaces. La force collective de l'Europe et sa capacit\u00e9 \u00e0 projeter son autorit\u00e9 \u00e0 l'ext\u00e9rieur d\u00e9pendent fondamentalement de l'unit\u00e9, de la r\u00e9silience \u00e9conomique et de la stabilit\u00e9 sociale. Par cons\u00e9quent, augmenter les d\u00e9penses militaires tout en r\u00e9duisant les services publics et en affaiblissant la protection des travailleurs risque d'alimenter les conflits sociaux internes pr\u00e9cis\u00e9ment au moment o\u00f9 la coh\u00e9sion est la plus n\u00e9cessaire.<\/p>\n\n\n\n<p>La force ext\u00e9rieure ne peut jamais \u00eatre obtenue par la fragmentation interne.<\/p>\n\n\n\n<p><strong>Conclusion<\/strong><\/p>\n\n\n\n<p>ASSEDEL reconna\u00eet l'importance de d\u00e9fendre une Union europ\u00e9enne plus forte et plus ind\u00e9pendante face \u00e0 la d\u00e9fense et \u00e0 la s\u00e9curit\u00e9 internes et externes dans le nouveau monde multipolaire.<\/p>\n\n\n\n<p>Par cons\u00e9quent, la solution ne r\u00e9side pas dans le financement du r\u00e9armement au niveau national. Au contraire, les efforts devraient se concentrer sur la cr\u00e9ation d'une plus grande interop\u00e9rabilit\u00e9 et coordination \u00e9conomique, sociale et militaire de l'Union europ\u00e9enne.
