C\u2019est dans le cadre de la pr\u00e9paration d\u2019un rapport sur l\u2019intelligence artificielle et la\ndiscrimination raciale qu\u2019elle peut engendrer, que la rapporteuse sp\u00e9ciale sur les formes\ncontemporaines de racisme, de discrimination raciale et de x\u00e9nophobie appelle la soci\u00e9t\u00e9 civile \u00e0 fournir ses observations.\n\nL\u2019ASSEDEL a r\u00e9pondu \u00e0 cet appel en soumettant le pr\u00e9sent rapport.

L\u2019ASSEDEL d\u00e9montre que l\u2019utilisation d\u2019outils d\u2019intelligence artificielle peut entra\u00eener des\npratiques discriminatoires, particuli\u00e8rement envers les personnes racis\u00e9es. L\u2019ASSEDEL a d\u00e9cid\u00e9 de baser son \u00e9tude sur l\u2019analyse du cadre juridique europ\u00e9en actuel r\u00e9gissant l\u2019utilisation des algorithmes.

After detailing the current state of the legal framework, the report focuses on the shortcomings of the latter, particularly in its interpretation of the principles of transparency and explicability. The report discusses the concept of \u201cblack boxes\u201d and highlights the discriminatory practices that
leurs utilisations.

Finally, the report looks at the alarming consequences of these practices for the respect and realization of various human rights, such as the right to health or the right to freedom of movement. ASSEDEL ends the report with a brief conclusion, setting out the association\u2019s recommendations for promoting and guaranteeing a fairer realization of human rights in the
cadre de l\u2019utilisation de l\u2019intelligence artificielle.

Le rapport s\u2019appuie sur les sources l\u00e9gales fournies par les institutions concern\u00e9es (Conseil de\nl\u2019Europe, Parlement Europ\u00e9en etc), sur des \u00e9tudes men\u00e9es par les organismes europ\u00e9ens de\npromotion de l\u2019\u00e9galit\u00e9 mais aussi sur des articles de presse relatant des pratiques discriminatoires ou encore sur des enqu\u00eates men\u00e9es par diverses ONG ou m\u00e9dias telles qu\u2019Amnesty International ou Mediapart.
