Micheletti addressed the risk of humanitarian organisations being paralysed and prevented from operating. An analysis of the current economic model shows that this paralysis and the violence directed at humanitarian aid workers are linked to this economic model, which is one of the contemporary challenges facing humanitarian aid. Mr Micheletti explained this situation with a whole series of analyses published in his book \u201c0.03%\u201d.<\/p>\n\n\n\n<p>L\u2019action humanitaire\u00a0regroupe plusieurs acteurs\u00a0tels\u00a0que\u00a0M\u00e9decins\u00a0sans\u00a0fronti\u00e8re (MSF),\u00a0M\u00e9decins du Monde, Action\u00a0Contre la\u00a0Faim (ACF) etc. Les acteurs de l\u2019humanitaire\u00a0constituent\u00a0quatre\u00a0grandes familles\u202f: l\u2019ONU et ses organes\u00a0comme\u00a0le\u00a0HCR et\u00a0l\u2019UNICEF, le mouvement de la Croix-Rouge et du Croissant-Rouge, les\u00a0ONG\u2019s\u00a0internationales dont\u00a0l\u2019ACF est un exemple et finalement les arm\u00e9es qui revendiquent\u00a0faire elles-m\u00eames\u00a0de l\u2019action humanitaire, ce qui n\u2019est pas sans cr\u00e9er de probl\u00e8mes aux autres acteurs.\u00a0\u00a0<\/p>\n\n\n\n<p>The violence directed at humanitarian workers is specific to each case: the murder of volunteers in Niger last year, the murder of vaccinators in the DRC or the murder of an agricultural engineer in Guatemala\u2026 When security is seriously compromised, the concrete problem that immediately arises is that organisations faced with this violence withdraw from the humanitarian crisis for fear of exposing their teams. As a result, populations in need of help are suddenly deprived of the possibility of external assistance.<\/p>\n\n\n\n<p>Violence is a symptom, a warning sign like a fever, and behind this symptom there can be different mechanisms. The first debate in the humanitarian world is about the reality and seriousness of this symptom. The question is: do we agree on the mechanisms behind this violence? The violence can be accidental, without targeting humanitarians in particular. It can be political or linked to religious radicalism. It can also be the result of banditry, which is rife in Latin America. Finally, there can be \u201canthropological\u201d violence. Violence can also result from a failure to respect certain cultural practices when humanitarian aid workers use care practices that are not compatible with the cultural references of certain populations.<\/p>\n\n\n\n<p>Comme nous ne sommes\u00a0pas d\u2019accord sur le m\u00e9canisme qui g\u00e9n\u00e8re cette violence, les mesures correctives\u00a0qu\u2019il faut apporter d\u00e9pendra\u00a0du\u00a0type de lecture qu\u2019on\u00a0fera\u00a0pour cette violence.\u00a0\u00a0\u00a0<\/p>\n\n\n\n<p>L\u2019analyse faite dans le livre\u00a0intitul\u00e9\u00a0\u00ab\u202f0,03%\u202f\u00bb\u00a0est que,\u00a0certes cette\u00a0violence\u00a0est\u00a0poly-factorielle dans ses d\u00e9terminants\u00a0mais le mod\u00e8le \u00e9conomique nous dit des choses importantes pour avoir la cl\u00e9 de lecture sur la violence en tant que sympt\u00f4me r\u00e9sultant des m\u00e9canismes politiques.\u00a0\u00a0<\/p>\n\n\n\n<p>En 2017-2018 on estime qu\u2019environ 160 millions de personnes \u00e9taient concern\u00e9es par les crises humanitaires. Le volume de population\u00a0est\u00a0extr\u00eamement important, plus de deux fois\u00a0de la population fran\u00e7aise. Ce\u00a0sont des populations en extr\u00eame danger et qui rel\u00e8vent d\u2019une aide humanitaire qui est vitale pour elles.\u00a0\u00a0<\/p>\n\n\n\n<p>Le\u00a0risque d\u2019emp\u00eachement est illustr\u00e9 par les incidents de s\u00e9curit\u00e9 et leur \u00e9volution pendant ces dix derni\u00e8res ann\u00e9es. En 2018,\u00a0226 attaques \u00e0 l\u2019\u00e9gard des humanitaires ont \u00e9t\u00e9 recens\u00e9es\u00a0avec un bilan de\u00a0405 victimes. Sur les dix derni\u00e8res ann\u00e9es, il y a une augmentation exponentielle des incidents de s\u00e9curit\u00e9\u00a0\u00e0 l\u2019\u00e9gard des humanitaires de l\u2019ONU ou des autre ONG internationales.\u00a0\u00a0<\/p>\n\n\n\n<p>La violence se manifeste principalement par\u00a0des kidnappings, des blessures par arme \u00e0 feu,\u00a0des\u00a0attaques aux armes blanches,\u00a0des\u00a0violences\u00a0sexuelles,\u00a0des\u00a0bombardements a\u00e9riens et\u00a0des explosifs.\u00a0\u00a0<\/p>\n\n\n\n<p>Le\u00a0risque moyen\u00a0d\u2019\u00eatre victime d\u2019une violence sur le terrain\u00a0est\u00a0quatre fois plus\u00a0\u00e9lev\u00e9\u00a0quand on est\u00a0un personnel local\u00a0versus un personnel expatri\u00e9 (international).\u00a0\u00a0<\/p>\n\n\n\n<p>Les pays qui\u00a0g\u00e9n\u00e8rent\u00a0le\u00a0plus d\u2019accident\u00a0de s\u00e9curit\u00e9\u00a0et\u00a0qui tirent les statistiques vers le haut\u00a0sont le Soudan du sud, la Syrie, l\u2019Afghanistan, la RDC et la Centrafrique.\u00a0\u00a0<\/p>\n\n\n\n<p>In addition, the most accident-prone countries have their own specific patterns of violence. While gun violence is very prevalent in Sudan, in Syria it\u2019s more a case of bombing and in Afghanistan it\u2019s more a case of kidnapping.<\/p>\n\n\n\n<p>Il y a\u00a0une\u00a0relations forte entre le mod\u00e8le \u00e9conomique,\u00a0\u00e0 l\u2019origine de financement de l\u2019aide humanitaire,\u00a0et cette violence s\u2019exprimant\u00a0\u00e0 l\u2019\u00e9gard des humanitaires.\u00a0\u00a0<\/p>\n\n\n\n<p>Si on regarde\u00a0le\u00a0budget de l\u2019aide humanitaire mondiale des\u00a05 derni\u00e8res ann\u00e9es, on est\u00a0\u00e0\u00a0environ 30 milliards de dollars\u00a0pour l\u2019ensemble des crises,\u00a0permettant de venir en aide \u00e0\u00a0environ 200 millions de personnes expos\u00e9es \u00e0 des pr\u00e9carit\u00e9s tr\u00e8s importantes.\u00a0\u00a0<\/p>\n\n\n\n<p>Trois\u00a0quarts de ces financements viennent\u00a0des gouvernements et des institutions europ\u00e9ennes,\u00a0et les\u00a0un quart\u00a0restant\u00a0viennent de fonds priv\u00e9s.\u00a0Ainsi, m\u00eame si les ONG sont un acteur parmi d\u2019autres,\u00a0elles\u00a0repr\u00e9sentent\u00a0presque le quart de l\u2019enveloppe\u00a0financi\u00e8re mondiale dont nous avons besoin pour faire face \u00e0 l\u2019ensemble des crises.\u00a0\u00a0<\/p>\n\n\n\n<p>Every year, the United Nations Coordination Office analyses existing crises and estimates the financial requirements to deal with them. While this estimated budget was around 10 billion dollars in 2009, it has risen to almost 30 billion in 2018 due to the sharp increase in the number of crises. What\u2019s more, each year the UN receives only 60% of the sums it requests from governments.<\/p>\n\n\n\n<p>One of the conclusions of the \u201cWorld Humanitarian Summit\u201d held in Istanbul in 2016 was that local actors received a very small fraction (less than 3%) of the annual envelope of 30 billion. What\u2019s more, of this 3% of funding, 85% would go to the governments of countries in crisis. NGOs therefore receive 0.4% of the thirty billion or so that are mobilised each year. One of the recommendations of the Istanbul summit was to increase this 3% to 20%. The health crisis linked to Covid-19 has worsened this analysis developed at the Istanbul summit. With international players no longer able to travel, the need to increase locally-managed funding has become even greater. However, nothing has changed since 2016, and indeed the situation has worsened, with the figure now hovering around 2%.<\/p>\n\n\n\n<p>Quant aux\u00a0donateurs, premiers donateurs sont des pays europ\u00e9ens, et les pays d\u2019Am\u00e9rique du\u00a0Nord. Les \u00c9mirats\u00a0arabes\u00a0unis et l\u2019Arabie Saoudite ont essentiellement\u00a0\u00e9t\u00e9\u00a0donateurs\u00a0pour la Syrie, le\u00a0Soudan et\u00a0le\u00a0Y\u00e9men.\u00a0\u00a0<\/p>\n\n\n\n<p>Ces pays n\u2019alimentent pas forc\u00e9ment un fond commun\u00a0mais ils donnent sp\u00e9cifiquement pour\u00a0les pays en\u00a0crise\u00a0qu\u2019ils souhaitent\u00a0soutenir.\u00a0C\u2019est pourquoi, il\u00a0n\u2019y a pas une\u00a0distribution\u00a0proportionnelle\u00a0entre les sommes\u00a0couverts\u00a0des\u00a0diff\u00e9rents\u00a0pays en crise.\u00a0En effet,\u00a0le\u00a0Ha\u00efti\u00a0n\u2019a obtenu que 13 % de 250\u00a0millions estim\u00e9s\u00a0pour ses besoins,\u00a0alors que\u00a0la Syrie a re\u00e7u 65% du montant estim\u00e9, c\u2019est-\u00e0-dire\u00a03 milliards de dollars.\u00a0\u00a0<\/p>\n\n\n\n<p>Ainsi,\u00a0les principaux pays donateurs donnent au gr\u00e9 de leur volont\u00e9 politique avec,\u00a0bien\u00a0s\u00fbr,\u00a0toutes\u00a0les arri\u00e8res pens\u00e9s\u00a0aux\u00a0plans\u00a0strat\u00e9gique, \u00e9conomique ou militaire.\u00a0\u00a0<\/p>\n\n\n\n<p>Funding models can be grouped into 4 \u201ctemptations\u201d;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La tentation n\u00e9olib\u00e9rale accepte l\u2019id\u00e9e\u00a0de faire appel \u00e0 la g\u00e9n\u00e9rosit\u00e9 du public afin de r\u00e9unir la somme n\u00e9cessaire pour les crises humanitaires.\u00a0Cependant, selon M.\u00a0Micheletti\u00a0ce n\u2019est pas r\u00e9alisable.\u00a0\u00a0\u00a0\u00a0<\/li>\n\n\n\n<li>La tentation de l\u2019occidentalo-centrisme, \u00e9voqu\u00e9 pr\u00e9c\u00e9demment avec la\u00a0listes des pays donateurs.\u00a0\u00a0<\/li>\n\n\n\n<li>La tentation s\u00e9curitaire\u00a0qui\u00a0subordonne le financement \u00e0 une \u00e9ventuelle implication des ONG dans la lutte anti-terroriste\u202f: les \u00c9tats qui subventionnent les ONG internationales leur demandent\u00a0de\u00a0jouer un r\u00f4le dans\u00a0la\u00a0lutte anti-terroriste, ce\u00a0qui est difficilement acceptable en raison\u00a0des\u00a0risques pour les \u00e9quipes humanitaires.\u00a0\u00a0\u00a0<\/li>\n\n\n\n<li>La tentation de la r\u00e9traction\u00a0qui vient avec\u00a0la crise \u00e9conomique li\u00e9e au\u00a0Covid-19\u00a0entrainant\u00a0un effondrement du PIB dans l\u2019ensemble des pays. Afin de relancer les \u00e9conomies,\u00a0plusieurs milliards de dollars ont \u00e9t\u00e9\u00a0r\u00e9orient\u00e9s, ce qui a eu comme\u00a0cons\u00e9quence de r\u00e9duire\u00a0le financement des crises.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>La conclusion qu\u2019on peut tirer de cette analyse est que,\u00a0le mod\u00e8le \u00e9conomique du syst\u00e8me humanitaire international\u00a0n\u2019arriverai\u00a0pas \u00e0 r\u00e9unir chaque\u00a0ann\u00e9e les\u00a0sommes estim\u00e9es n\u00e9cessaires. Il expose les humanitaires \u00e0 la volont\u00e9 politique des pays donateurs qui choisissent les bonnes et les mauvaises crises.\u00a0Cela\u00a0se complique,\u00a0par ailleurs,\u00a0par le fait que ce syst\u00e8me veut\u00a0engager les humanitaires dans la lutte anti-terroriste.\u00a0Enfin,\u00a0ces pays\u00a0chargent\u00a0les organisations internationales, de\u00a0la responsabilit\u00e9\u00a0op\u00e9rationnelle\u00a0et morale\u00a0de trouver le financement manquant.\u00a0Peut-on accepter politiquement sans r\u00e9agir le fait que les \u00c9tats n\u2019arrivent pas r\u00e9unir ces trente milliards, alors qu\u2019on voit\u00a0des\u00a0centaine des milliards\u00a0distribu\u00e9s aujourd\u2019hui dans ces m\u00eames pays pour leurs\u00a0\u00e9conomies\u202f?\u00a0\u00a0<\/p>\n\n\n\n<p>En r\u00e9action \u00e0 ces constats,\u00a0un certain nombre de propositions\u00a0peuvent\u00a0\u00eatre faites. Par exemple, pourquoi se limiter \u00e0 des pays donateurs qui ne\u00a0serait constitu\u00e9\u00a0que d\u2019un petit club ferm\u00e9 de 20 pays occidentaux\u202f?\u00a0La premi\u00e8re proposition c\u2019est\u00a0donc\u00a0de demander une contribution\u00a0non pas\u00a0volontaire mais de la\u00a0rendre obligatoire,\u00a0pour l\u2019ensemble des pays\u00a0consid\u00e9r\u00e9s par la\u00a0Banque\u00a0Mondiale comme\u00a0des pays \u00e0 haut revenu\u00a0(pays\u00a0dont\u00a0le PIB exc\u00e8de le 12.000\u00a0de dollars). Cela per\u00a0augmenterai\u00a0le nombre de pays donateurs \u00e0\u00a0une centaine de pays. Donc si chaque pays donne\u00a00,03 %\u00a0de son RNB, le besoin qui s\u2019\u00e9l\u00e8ve \u00e0 30 milliards de dollars\u00a0serait\u00a0satisfait.\u00a0<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"embed-container\"><iframe loading=\"lazy\" title=\"Quels sont les enjeux de l\u2019aide humanitaire : enjeux contemporains - avec M.
